By analyzing the research status of domestic and foreign scholars on government investment project risk management, this paper determines the direction of this research——the analysis of decision-making risk management of government invested projects from the point view of the decision-making participants. On the basis of the relevant theoretical frameworks and analytical tools, this paper makes use of the method of mathematical statistics and expert advice to determine the decision-making risk factors of government invested projects. And then according to the basic requirements for establishing the index system, we use the fuzzy clustering analysis method to make the pairwise comparison between the decision-making risk factors, determining the risk factors of the decision-making participants. After that, we build the decision-making risk indicators system of the government invested project for the decision-making participants and establish risk evaluation model of it. We use the method of AHP to calculate the weights of the various decision-making risks. And the Risk Matrix Method——the quantify of the risk impact value and its probability of occurrence was introduced into the evaluation system. By considering the weights of the various decision-making risk and the quantify of risk level to determine the risk level of the project. Finally, take Hangzhou subway as a example, we make a study of the established evaluation system for specific applications in engineering practice, so as to providing certain suggestions for the relevant managers.
