| Thirty-four years since the reform and opening, the economic has been developedquickly in the Pearl River Delta. Because of the extensive and export-oriented economicgrowth pattern, the urban construction land was expanded in a disordered and expanded wayand the urban development extend was approached saturation. The latest years, the supply ofurban construction land was not enough and the land use of several old cities, old rural andold factories were inefficient with incomplete facilities and deteriorating environment, whichseriously impacted the whole expression and economic benefit of the city. With the policy ofintensive and economical land use put forward, the Guangdong government was the first toimplement the three old renewal in order to revitalize the supply of construction land, toimprove the output value of the urban construction land, to improve the quality of the urbanenvironment. It marks the three-old renewal had been carried out in Guangzhou, Dongguan,Foshan, Shenzhen since the opinions on promoting the ‘three-old’ renewal to encourageeconomical and intensive land-use were published by Guangdong province government in2009.After the implementation of the three-old renewal, people got some achievements aswell as unforeseen difficulties. This study was based on the ground that the renewal of oldfactories had its own difficulties, which were less complicated than the others.In this study, firstly, getting deep insight of the characteristics of industrial land-use andproblems left by history that impact the renewal of old factories from the industrydevelopment of Guangdong. Secondly, knowing and analyzing the difficulties of the oldfactories renewal from the special plans of three-old renewal and old factories renewal to theimplementation. Then, it carried on the preliminary discussion to the problems by analyzingtypical case.In Chapter5, this paper focuses on discussing some strategies to solve the problems.Learning from the urban land consolidation in Taiwan, such as the style of land collection andreserve, public participation completely, sound policies and regulations system, public appreciation, etc. Studying on the feasibility of the experience in the way of comparison thesimilarities and differences between the urban land consolidation in Taiwan and old factoriesrenewal in Guangdong. Lastly, solving the typical problems one by one and exploring theproper way to keep old factories renewal implemented effectively. Referring to the“brown-land†management experience of Europe and the United States to discusses theimportance of soil remediation and explore legal protection, technical specifications andtesting standards on it. Using “combined-development mode†and volume rate reward policyto solve the problems of the protective reconstruction of old factory building, especially theindustrial heritage.Finally, summarizing problem analysis, planning policy studies, strategies, etc,systematically and exploring the technical route, which is suitable for the improvement of oldplant in Guangdong province, it can be understood as to complement and perfect now the oldplant reconstruction mode, in order to protect and promote the improvement of old plantsmoothly. |
