As the urbanization process in China enters the "new period",the "aligning stocks" has become a new direction for the development of cities and towns."Compliance with the law of urban development" has become a new criterion for urban development.For the small towns in Northwest China,the urban renewal model has gradually shifted from large-scale demolition and large-scale construction to gradual renewal.In the old city area of Qingshui in Gansu,there is still a lack of reasonable overall arrangement and time series guidance in the process of gradual renewal.It is urgent to explore scientific and reasonable method of updating time series.The current research on the timing of urban renewal shows that the land-use update timing is subject to a variety of factors,both objective and objective.From an objective point of view,due to different objective conditions for different land use,the difference in update possibility is formed,and then the update timing difference is formed.For the fuzzy property of the possibility of construction land renewal,the concept of "the sensitivity of construction land renewal" was proposed as its metric,so that the possibility of renewal of land for construction can be quantified and compared,and then the renewal possibility difference between construction lands can be judged.Through the research on the sensitivity of the construction land renewal,the evaluation system and the evaluation method are set up to judge the possibility of the renewal of the construction land.It can not only provide scientific basis for the judgment of the renewal time series,but also act on the implementation of renewal planning.It pointed out the difficulties and proposed implementation suggestions for the implementation of the renewal plan of Qingshui County Old City.At the same time,It is of great significance to the decision and renewal of the renewal time sequence of the small towns in the northwest.Firstly,the influence factors of the possibility difference between different construction land renewal are analyzed.It is found that the driving force and resistance of the construction land renewal are the determinants of the possibility of the construction land renewal.And then the sensitivity of the construction land renewal is subdivided into the correspondence between the renewal urgency of the construction land and the renewal difficulty of the construction land,and the evaluation mechanism and the evaluation logic of the renewal sensitivity of the construction land are constructed.Then,on the basis of the summary of other scholars' research and practical experience,from the point of view of updating demand,the objective factors of land renewal sensitivity are analyzed,and the corresponding evaluation index system is constructed.The evaluation model of land renewal sensitivity is constructed by means of analytic hierarchy process and entropy weight method.Then,the sensitivity evaluation of land renewal in the old city area of Qingshui county is carried out.Through the collection,processing and calculation of various factor data,the sensitivity of land renewal is evaluated synthetically,and then the data evaluation of the land renewal time series is obtained.The GIS and natural breakpoint methods were used to analyze the results of sensitivity assessment,pointing out the difficulties in implementing the updated planning and suggesting implementation.Finally,combined with the experience and problems in the process of practice,we can further improve the evaluation system of land renewal sensitivity and extract the evaluation method of land renewal sensitivity.It is pointed out that this method not only can be applied in the small towns in Northwest China which has completed the renewal plan,but also can be used to analyze the renewal demand of each property right before planning,and be used to verify the operability and feasibility of the plan after the completion of the planning.Based on the above methods,we can further improve the compilation method of urban renewal planning and urban renewal management method.The evaluation results show that 977 property rights plots in Qingshui old town can be classified into three categories: high,medium and low sensitivity according to the evaluation results of land use sensitivity.Based on this classification,we put forward the implementation strategy of "policy classification,construction and implementation step by step".The study shows that the land renewal sensitivity can represent the possibility of land renewal to some extent,and the land renewal sensitivity evaluation can be used to quantify and compare the possibility of land renewal.In the implementation oriented urban renewal plan,the land renewal sensitivity evaluation method can be applied to the "two preparation" and "one processing" after the completion of the "rational model" planning,and the land renewal sensitivity evaluation of the land to be updated will be carried out.The evaluation of land renewal sensitivity can point out the point of entry,focus and difficulty for the implementation of urban renewal planning,provide judgment support for urban renewal time series,make the policy formulation of urban renewal more pertinent,and strengthen the "process planning" characteristics of urban renewal planning.
