According to the application and development of the asphalt concrete panel impervious technology in recent years, asphalt concrete as a kind of building material, has some special properties:the first is near-absolute impermeability; secondly is great ductility and durability; thirdly is that when the temperature reaches a certain range, it is close to the molten state, easy to repair. Because asphalt concrete has good impermeability, excellent soft-shaped deformation and self-healing function, it is most appropriate as impervious for the dam that the water conservancy and hydropower projects located in soft rock, deep cover, alpine tundra and high seismic intensity area and so on. Meanwhile, asphalt concrete impervious structure is simple, small quantities, construction speed, will help shorten the duration. This paper comparative studied the programs of full library of reinforced concrete seepage control panel and full library of asphalt concrete seepage control panel, eventually prove that the program of asphalt concrete panel impervious is better.The first part of this paper is introduction, the main contents includes the background and significance of the paper, the domestic and foreign research trends and the research methods of this paper. Chapter2describes the technical and economic theory and methods of the articles related to, including the bill of quantities and project cost management theory. The third chapter describes the basic overview of project, objectively and systematically analysises of the seepage panel design rationale and its basic ideas, and then we have a basic understanding of the two programs. Chapter4by comparing project layout, quantities and investment of civil engineering, building materials, impermeable material to meet the basic performance of the deformation, anti-seepage effect, construction conditions, operating maintenance conditions, and technical feasibility, the two programs compared with technical and economic. Chapter5studies the implementation of the two programs, respectively, from the construction conditions, construction methods, construction period and building materials analysises of the two programs. Chapter6summarizes the basic content of the full text; conclusion is that the progrom of full library of asphalt concrete seepage control panel is better.
