With the development of society and industry,demand for energy is growing.Traditional fossil energy,such as coal and oil are less and less.The distribution ofwater resources is regional uneven,and traditional generating methods result in someenvironmental contamination.Looking for new energy becomes an urgent task. Windpower as a kind of environmental protection renewable energy, already has draw muchmore attention of countries around the world,and gradually obtained the widelydevelopment and utilization.Although wind energy is reserves very abundant and wide distribution, There areproblems of randomness and low power density.How to assess the wind powerresource,and get better efficiency of wind energy utilization and lower cost of windenergy,is a worth researching subject.The paper assess wind power resource based onmeasurement data of wind power observation sites via calculating numerical size ofthree parameters including wind power average power density and effective powerdensity and annual utilization hours.This paper analyzes basic theory of wind power,wind speed vs output powercharacteristics and weibull distribution parameters of description on wind speeddistribution.This article discuss from efficiency of wind energy utilization and windenergy cost,thus researchs the objective function of wind farms siting and windturbine selection,with capacity factor based on specific wind power resources andwind generators parameters as the criterion for selection of the optimal wind turbinegenerators in wind power resource.In the example,by chosing10actual wind powerobservation sites,calculate every sites’ wind power resources parameters andcomprehensive comparison on the basis of annual average wind speed,annualmaximum wind speed and air density.Because different wind turbine parameterscause great influence on capacity factor,the article choose different wind turbinegenerators to calculate capacity factor on each wind observation sites,and selectoptimal wind turbine based on specific wind power resources.Through practicalcalculation and analysis,the method of capacity factor based on specific wind turbineand wind power resources reflects economical efficiency in different wind powerresources and wind tuibine parameters.It also provides the theoretical basis for windfarms site and optimal wind turbine selection.
