The expansion and transformation of power grid plays a vital role in the sus-tainable development of national economy. Therefore, increasing the level of deci-sion-making science is becoming a very urgent task for power workers.Electric power system planning can be divided into three parts: power supplyplanning, the main network planning and distribution network planning. Since theconstruction of distribution network has not received due attention for quit a longtime, all the power planning studies mainly focused on the main network planning andpower supply planning. Furthermore, there are lack of a reasonable planning andconstruction of distribution network, the level of distribution network automation anddevelopment relatively dropped behind.With the rapid growth of urban and rural electricity load, the power consump-tion structure has changed. The reducing of proportion of industrial consumption andrapid growth in residential electricity and commercial electricity resulted in the in-crease of the peak-to-valley ratio. Over load of low-voltage distribution network andthe reliability will be the obvious shortcomings and will bring adverse affect to theeconomic development and people’s daily life, and even affect social order and safetyand stability issues.To accelerate the transformation of distribution network, the optimization ofdistribution network structure not only can guarantee the safe operation of power grid,reduce power loss and improve the quality and reliability power, but also can improvethe power enterprise’s economic benefit to meet the market requirements of rapideconomic development, making distribution network maximum meet the demands ofthe development of social economy and the improvement of people’s living standard.power distribution networks which is planned and transformed comprehensivelycan reduce the capacity requirements, network losses and construction investment ef-fectively. It also can improve power utilization of our human and material resourcesand reduce construction investment and maintenance costs. In doing that, it will bringan obejective economic benefits to the country and power company.In this paper, it will improve the traditional method of load forecasting and re-ceive a good result by using of its load forecast on the target area. It will discuss thereliability of distribution network and facing problems in Shenzhen city status, ana- lyze the common problems and reasons which will impact the reliability of powersupply system. According to this,it will analyze the the current situation of distribu-tion network, proposed methods and measures, make specific planning programswhich is based on load forecast and distribution network.
