The research of supervising and controlling system in the factory substation is the hot topic in the field of power system operation and power system control. The main function of the supervising and controlling system is monitoring and controlling all intelligent substation electrical equipment. A suit of substation supervise and control system with high accurate and reliability, can realize the remote control, remote monitor, remote measure, and remote adjust of four remote basic functions which the substation needs. Beside, because all types of enterprises hunt for higher level of communication quality, stability and reliability, especially those factory substations which use the PC to supervise and control the equipments, the accurate and reliable data is more important. It can ensure the substation work in the normal operation, work after maintenance, and make sure the normal operation of electrical equipment in the industrial enterprises production. Because of the low security, poor reliability, poor real-time, poor control and large amount of maintenance work in the process of substation operation and maintenance, author developed a simple, safe, reliable and real time, small size, less investment system of modern industrial substation. The modern system resolves many problems of traditional substation, conducts analysis of power quality and makes the preparation of later design in power system.The thesis based on the request of the factory, conducts some analysis in the whole supervising and controlling system. Author completes a substation control system design and describes the total structure with the background of the power substation of petrochemical company. Author designs the screens of energy data acquisition and management, the screens of alarm, the screens of report generation, the screens of real-time data, the screens of security management and program. Author divides the system into four parts, process floor, partition floor, communicate floor and control floor, makes the choice for the devices which the substation needs, and constitutes the basic hardware structure. In the third chapter, we study the real-time database and historical database and introduce the method of the data variables definition and compression algorithm of database. In the fourth chapter, we introduce the concepts and characteristics of the Ethernet, the Ethernet communication and the method used in our project. In the fifth chapter, we introduce the characteristics of the industrial control software and the method of using the software. Finally, the thesis shows the results of the system. In the sixth chapter, we introduce the importance of power quality monitoring, the algorithm for power quality and the result of the power quality monitoring. Through the test of the function of the supervising and controlling system, we can make the conclusion that the supervising and controlling system which we design is reliable, accurate, generally applied with simple structure, easily expanded, operated conveniently, man-machine interface friendly and so on.
