Today, electricity as an energy is getting more and more important in people's daily life, to improve reliability of power supply is the power supply enterprises' major problem. As a centralized and decentralized power point, enhancing the reliability of power supply is a key point for continuous power supply problem. Beside, for all types of enterprises hunter for higher level of communication quality, stability and reliability, especially those factory or substation which use the PC to supervising and controlling the equipment, the accurate and reliable of the data is more important. This thesis start with the reality, use a substation of Fu Shun as the implementation object, do some research in the construction of the power supervising and controlling system of substation.The thesis base on the request of the factory, do some analysis in the whole supervising and control system, and devide the system into three parts, partition floor, communicate floor and control floor, made the choice for the device which the substation needed, so constitute the basic hardware structure. The research about the principle and protocol of data communication among the supervising and control unit, communication regulator and protective relay units is also made in this section. Based on the multi-thread mechanism, the monitoring software implement the parallel running between the background data communication and the foreground operation that insured the real time characteristic of the system. Design out a suit of substation supervise and control system with high accurate and reliability, realize the remote control, remote monitor, remote measure, remote adjust of four remote's basic function which the substation needed. Beside, we work out the report form which is important to the factory, record the history data of the key equipment and draw out the history curve of some data. After that, recording to the history database of the supervising & controlling system, we do the reactive power compensate for the equipment and achieve the optimization operation. Through the test of the function of the supervising & controlling system, with the date of the supervising and controlling picture, we can make the conclusion, the supervising & controlling system which we design is reliable, accurate, generally apply with simple structure, easy expand, operate conveniently, man-machine interface friendly and so on.At the last of the thesis, we make a summarization of some problems in the process of design, and give some measures for the relevant problem. Then show the author's prospect of the power supervising and controlling system.
