The container terminal is one of the important transport hubs, as well as the connection point between the transport of waterway and land. To improve the level of the production operations and make the rational allocation and utilization of the existing resources in the container terminals can not only improve the operational efficiency of the existing resources in the container terminals and provide a feasible plan for the cargo stowage, but also increase the turnover of the vehicles, ships and containers in as well as out of the container terminals. Meanwhile, to arrange the production operations in container terminals with a reasonable plan can also reduce the transportation cost effectively so as to improve the economic and social benefits of the entire container transport system.Taking the production operating system of container terminals as the research object, the paper probes the handling equipment scheduling needed in container terminals and the major issues related to the efficiency of terminal operators with the hierarchical planning ideas and establish the optimization model on production job scheduling of the shore loading bridge, container trucks as well as yard track gantry crane with the genetic algorithms for solution in order to provide a method for optimization on container terminal operation so as to improve the operational efficiency of various machinery and equipment in the terminal.To begin with, the paper make an analysis on the operation progress and handling technology in the container terminal, and take contrast on the advantages and disadvantages on each handling technology, and make description on the current situation concerning scheduling operating in the container terminal with rather advanced handling technology. Scheduling operation is mainly consist of three stages, that is,the shore loading bridge operation technology in the container terminal frontier, the transport equipment operating technology responsible for the horizontal transport, and the gantry crane operating technology on the yard. With the analysis, it can be seen that areas of high labor costs in Europe and the United States are generally biased in favor of higher technical automation while most of container terminals in China prefer to manual based intelligent scheduling system. This paper then analyzed the operational processes of container terminal, treats the container terminal scheduling optimization mainly for three levels, namely for shore loading bridge, container truck running, yard gantry crane scheduling optimization. Then deal with each of these three levels of modeling optimization, among them, the upper container terminal optimization is for the the shore loading bridge scheduling optimization, targets for the shortest time engaged in loading and unloading operations for the shore loading bridge; The middle layer of the container terminal optimization is to optimize the scheduling that is responsible for the set of horizontal transport container truck, this layer optimization model is built on the mode of operation for the work surface, which aims at optimizing the target container truck during operationNo-load driving distance is the shortest. For container terminal lower optimization for yard in orbit of gantry crane scheduling is to make sure the mobile time of orbit gantry crane to be the shortest.Finally, this paper compares the various optimization algorithms, and makes analysis of the pros and cons of the genetic algorithms. Then the genetic algorithms is sure for the solution to each layer of model, and each solution algorithms for the upper, middle and lower layer of the model of the container terminal is discussed. In the end, with the case the model and the algorithms are tested for ensuring the feasibility of the model and algorithm.
