The synchronized theory is an advanced scheduling method which can greatly increase the utilization rate of trucks and cranes in container terminal operating progress, in that way, each operation cycle can save 50% cost of no- load running. So the theory has been widely used in truck route optimization and container working sequence of the large-scale ports, but less used in the small and medium-sized ports because of some other reasons.In recent years, due to the economic environment and the transformation of export-oriented economy to export-oriented economy, the development of small and medium-sized ports gets more concern of policy. But now, the development level of most inland port still lags behind, the production scheduling relies on manual, the equipment utilization is very low. Fortunately, the synchronized theory is very suitable for this situation of the inland ports.Therefore, according to the actual situation and working characteristics of Port Q an important inland port of South C hina this paper applies the synchronized theory to practice and extend the theory to the berth allocation field. Firstly, establishing optimization mathematical model based on highest synergetic rate calculate the sequence of container ships; Secondly, designing an improved genetic algorithm which uses a variable penalty optimization and crossover operator based on sliding window; Then, setting up the simulation model of Port Q by using the object-oriented method.Finally, this paper applies the new scheduling solution in two practical examples, through analysis and comparison of the calculation results and operation results, we found the new solution has a lot of advantages compared to the FCFS solutio n such as improving the synergistic efficiency, reducing the truck no-load running distance, saving fuel costs, centralizing equipment, decreasing the traffic flow, easing the traffic pressure and so on. At the same time, the new solution also provides reference for other inland ports.
