Quality of electric energy plays an important role in safe operation of power grid, power quality monitoring IED is the important equipment in substation automation system. This paper points out the interoperability problems power of quality monitoring devices in current. The International Electrotechnical Commission makes IEC61850for interoperability issues between substation equipments, which is the only international standard of substation automation system based on the Common network platform, and it has covered all the features of power quality monitoring. That the power quality monitoring devices apply the IEC61850as its communication protocol will be the preferred option for solving interoperability problem.This paper introduces the standard research status and achievements at home and abroad firstly, then based on the research of IEC61850standard and features analyzes the IEC61850information organization, according to IEC61850, puts forward the methods and steps of modeling an IED device. According to the functions of a real power quality monitoring IED, the paper establishes information model in line with IEC61850standards, then realizes the information model entity using C++language. Meanwhile the paper lucubrated the substation configuration language SCL. SCL semantically follow IEC61850standards and XML rules of grammar, the idea of using SCL in substation automation system description is introduced in detail. In accordance with SCL component, complete the power quality monitoring IED SCL configuration file which is verified its Conformance requirements. The mapping of ACSI objects and services to the MMS objects and services is discoursed, what’s more, the communication process of MMS working in client/server model is summarized. At last, according to the SCSM method, it introduces the specific realization method and the principle of parameter determination after MMS service mapping. Through the mapping, the functions of SAS achieve interoperability between different manufacturers.
