Regional planning is the overall development strategic plan for a specific area. It has an important role in guiding the development direction and development priorities of the region’s overall economic construction. As of November2011, the National Development and Reform Commission has approved a total of13regional planning documents including the Yangtze River Delta, Pearl River Delta, indicating that the regionalization development trend in China is more and more obvious. The efficiency evaluation of the national planning policy can optimize the structural input of policy factors, and avoid inefficient policy input in the case of limited resources. Efficiency evaluation of regional planning policy is an important part of the regional planning policy implementation process, which is not only an important guarantee to improve the effects of regional planning policy, but also the basis to improve the efficiency of regional policy, the main basis to judge the merits of the regional policy, also the critical foundation to formulate effective follow-up policy. Therefore, Efficiency evaluation of regional planning policy occupies an important position in the area of planning policy studies.The thesis is divided into five chapters. The first chapter is the introduction, mainly on the research background, significance, current research and the technical route of this paper. Technical route section explains the principle of this paper in detail. The second chapter is an overview of the principle of regional planning policy evaluation. It mainly discusses the process, mode of regional planning policy evaluation, and the basic elements of the DEA, the DEA theory development. This chapter is mainly on the theory and methods. The third chapter is the principle of regional planning policy evaluation based on DEA. It mainly discusses the indicators of regional planning policy evaluation, the four efficiencies, Total Policy Efficiency evaluation principle, how to calculate input redundancy or insufficient output, how to calculate scale efficiency and determine the range of returns to scale, how to determine indicators sensitivity of the policy. The fourth chapter is the empirical study of efficiency evaluation of regional planning policy based on DEA. By selecting the policy indicator data of Yangtze River Delta from2000to2010, this chapter has evaluated the Yangtze River Delta’s Total Policy Efficiency, Scale Efficiency, analyzed the input redundancy, the output deficiency, and the sensitivity of indicators to the Yangtze River Delta regional planning policy, and put forward policy recommendations.The fifth chapter is the conclusion and feature of this thesis. The empirical results show that:input too much to the not sensitive indicators is the main reason for the efficiency of the state policy in the Yangtze River Delta not high enough. There are three innovation and characteristics of this thesis:First, through a comparative between the Total Policy Efficiency with all indicators and the Total Policy Efficiency after removing the one indicator, determine the sensitivity of the indicators to regional planning policy, changing the existing research can only efficiency evaluation but not measure the sensitivity of indicators. Second, For the area not meet the optimal Total Policy Efficiency, calculate policy input redundancy and effect output deficiency, and propose targeted policy measures. Third, comparing Policy Efficiency is equal to Pure Policy Efficiency or not, distinguishing scale range of evaluation provinces, thus find a way to improve efficiency by increasing input in scale increments areas, otherwise, reduce input to increase efficiency.
