Green road-side corridor is an important channel that connects the urban landscape spaces. It makes the urban green space can be continuous, forming a rich visual corridor, enhancing urban vitality and attraction. At the same time, it can effectively improve and protect the local ecology of the surrounding regions, reducing the noise, vehicle exhaust and dust pollution, alleviating the heat island effects in busy places. Along with the rapid development of international automobile traffic and the growing pursuit of leisure life and the demand driven of today’s China major city to enhance city attractive, green road-side corridor has got many scholar’s attention, and plays a main role in the construction of urban green space system network framework. Shanghai is a regional city that has a very large green road-side corridor implementation effort. From Shanghai’s planning in1994, road green corridor is making a spurt of progress of development, in the implementation of the planning and the formation of landscape road, the evaluation of the road green corridor implementation efficiency and the improvement of the feedback of planning and implementation deserves further study. In this paper, combined with the advanced international current research and evaluation method, evaluating the policy implementation efficiency of Shanghai’s road green corridor, hoping it can help the implementation of Shanghai’s road green corridor and improve the relevant policy.Firstly, this paper made an analysis on the implementation situation of the green road-side corridors which were selected from the research areas, draw the specific images and data and had a clear and accurate understanding of the green road-side corridors implementation in the aspects of land constitute and greening effect. Evaluation factors were put forward on the basis of green road-side corridor construction. We appraised the implementation effect of green road-side corridors based on the current data and images of road-side corridors. Furthermore, we carried on a summary analysis based on the relevant legal policy and planning document of green road-side corridors implementation, understood the process of green road-side corridors implementation, got the effective results of green road-side corridors implementation, and found out the problems existing in the implementation of green road-side corridors:the Shanghai-Chongqing highroad green corridor effect best;Shanghai-Hangzhou highroad green corridor.Shanghai-Ningbo highroad green corridor.Shanghai-Jinshan highroad green corridor,318State Road green corridor, the outer ring belt25meters and suburban ring100meters forest implementation effect is good,but not outstanding;the outer ring belt100and500meters and suburban ring100meters forest are poor operation. Then according to the appraise results of green road-side corridors implementation effect and the correlation between policies and evaluation factors, we evaluated the implementation effects of the policies, got the appraise results of each policy implementation effect and pointed out the defect of the policies:the implementation of the highest efficiency are planning documents; the implementation of high efficiency for the laws and regulations on road corridor the effect of macro regulations; the policies about outer ring,suburban ring and greenbelt are low efficiency of implementation;in the incentive policy,"Shanghai city greening officer management approach"has low efficiency. At last, we presented corresponding recommendations subject to the problems which reflected from the appraise results of green road-side corridors implementation and policy effect.Through the analysis of the policy implementation efficiency appraisal of Shanghai’s green road-side corridors, we draw a conclusion that there exist six problems of green road-side corridors construction and relevant policy implementation:(1) the policies and planning documents have not been effectively implemented;(2)there is a lack of pertinence of implementation management and policies and regulations; there needs a further study of regional green corridor management system;(3)conflict between construction land and green corridors land resources;(4)a single function of green corridors and a lack of diversity;(5) a lack of financing policy, high cost and insufficient construction funds;(6)partial land policy, slow evaluation of non-greening land.
