The domain of large energy consumption in China are industrial,transportation,and construction industries.The energy conservation and emission reduction work in these three major areas is an important part of China's current sustainable development.After the”Eleventh Five-Year Plan”,the Chinese government has successively issued a series of policies on energy-saving and emission-reduction,among which there are many provisions for the construction industry.This has a great influence on the development of the construction industry and has also aroused the attention of all sectors of society.However,most of the society's concerns have been focused on the government's policies formulated,and less attention has been paid to the evaluation of the implementation efficiency of building energy conservation policies.Therefore,it is of great significance to study the efficiency evaluation of China's building energy efficiency policy.First of all,the current status of the implementation of building energy conservation policies is analyzed.Although the overall energy intensity of China has improved,it is still high compared with the world average and developed countries.Then,from the point of view of public policy,the building energy conservation policies are divided into three categories: mandatory policies,incentive policies,and voluntary policies.Finally,based on the policy quantification perspective,China's building energy efficiency policies issued from 1986 to 2016 are quantified.And analyze the evolution of building energy conservation policy from the three perspectives of policy release quantity,policy strength,and policyformulation department coordination.The main conclusion is that the evolution of building energy efficiency policy is divided into three stages and the main reasons for China's impediment to the development of building energy conservation policies are: the national government's building energy efficiency policy has a low legal effect: and building energy conservation policies mostly focus on the construction process during the implementation process.In the two phases of design and construction,there is little attention to environmental impact: the degree of coordination among policy-making departments is low,and most of them are issued by single agencies.Then,based on the principle of policy evaluation and the principle of index construction,the efficiency evaluation index system of building energy conservation policy is designed.Based on the induction and summarization of existing literature,this paper is the first indicator of technological progress in the index of policy input,from comprehensive energy efficiency.The indicators,building energy efficiency policy indicators and construction industry production efficiency indicators have initially established a building energy efficiency policy implementation efficiency evaluation index system.Secondly,a combination method based on principal component analysis(PCA)and data envelopment analysis(DEA)was proposed to analyze the implementation efficiency of China's building energy-saving policies.The Pan-Pearl River Delta was taken as an example.The demonstration was based on Crste,Vrste,Scale and Malmquist Index conducted a study on the efficiency evaluation of China's building energy-saving policies,and concluded that even though there is considerable investment in building energy-saving technologies,the implementation effect of China's building energy-saving policies is still not obvious,and the amount of resources required for policy investment Better improvement and improvement in technological improvements and improvement in the efficiency of government departments can achieve better results.Finally,based on the analysis of the evolution process of building energy efficiency policy and the implementation of efficiency analysis,it puts forward feasible policy recommendations.
