Maritime accidents of bulk carrier which sailing in rough sea continue to occur, the tonnage of loss ranking firse among all shipwreck, also resulted in serious life and property losses. A series of accidents caused great concern of the shipping industry at home and abroad, to minimize the number of bulk carrier’s accidents who sailing in rough sea and reduce the loss of life and property, it’s essential to assess the safety of bulk carrier who sailing in rough sea.Now, largely safety assessment of bulk carrier who sailing in rough sea based on a single safety assessment methods, this pratice has some advantages, such as easy to use, however, there are some problems, for example, it’s hard to setermine the matching between selected method and the evaluation object. So, the results clearly don’t have full persuasive based on such a blind choice. To solve this problem, Individual Qualitat-ive Weighted Scoring, Gray Comprehensive, Fuzzy Comprehensive, Catastrophe and Matter Element Analysis are used to construct a combination method set. When carry out the safety assessment, first, evaluating by five different methods, get the results under each operation mechanism. Second, make a consistency check to the third layer evaluation indexes by Kendall-W and SPSS, get the results who meet the consistency test from the five methods, then make s further consistency test to the second layer evaluation indexes which passes through the previous step by weighted gray correlation analysis.We will determine the final results based on the twice test. Finally, combinate the retained security evaluation results, get the final results of the evaluation.Described by some examples, this practice is feasible.This practice also builds a solid foundation for the safety evaluation of bulk carrier who sailing in rough sea.
