The safety of bulk carrier is often challenged by the sea according to IMO's several decades statistic data, so it is very important to find and evaluate the reason of bulk carrier's casualty. Research on the area is studying around the world.Due to the complexity of ship's condition, the fuzziness of human factor, and the unconstant of environment, there still have a lot of problems to evaluate the safety of bulk carrier. To meet the need of ship's company and the vessels, we should explore a new method to analyze the safety of bulk carrier. This thesis introduces a new way to evaluate the factors of bulk carriers, and find a new method to judge the safety of bulk carriers.The assessment of bulk carrier's safety is a dynamic model. The factors affection includes: ship condition, human factor, environment factor. First of all, these factors should be put in order according to the administrative structure . These factors are relativity, experienced, fuzziness, the safety of bulk carrier is difficult to quantity, so in this paper, such fuzziness are analyzed and described by the theory of fuzzy mathematics to establish the model of comprehensive evaluation .To check and confirm to rationality, in this paper, sets of exampleson practical bulk carrier are given. The validity and practicability of the method are proved.
