With the social and economic development, a number of contradictions and problems are especially evident. The survival and development of construction enterprises are facing more new challenges and opportunities. In China’s construction enterprises, the cost of production remains at a high level. High output value with low profit, high investment with small output is one of the principal contradictions in the process of the rapid development of construction enterprises. Therefor, the full implementation of projects delicacy management and the promotion of cost reduction and increasing efficiency in construction enterprises are inevitable. The only way which can continuously pursue the greatest profit and achieve good and fast development is the full implementation of the project delicacy management.Delicacy management refers to the system management which improves the overall efficiency of construction enterprises by improving the quality of employees, overcoming inertia, control of leak and strengthen the link of collaborative management. It is the management model which has the basic feature of delicacy operation, also concerns about quantization, performance, execution and results. Delicacy management is in a very different management culture from extensive management. Delicacy management means simplification of complex issues; flow process of simple issues; quantization of flow process, and standardization of quantitive issues. To the construction enterprises, delicacy management refers to the systems work, which can reduce cost and increase efficiency. It also focus on obtaining maximum profits by delicacy planning, optimizaton of the resources allocation, and grasping the details from undertaking to completiong the project during the whole process.In this paper it presents the current theory of delicacy project management, and demonstrates the possibility and the conditions of implementing in construction projects. It suggests that the leaders of construction enterprises should have consciousness of creating benefit, reform, coordination and system management to implement the project. It also emphasizes on planning in advance and cooperates with smooth business process system. In this paper it gives the opinion that the key to implement delicacy management is the strong executive power:the higher level of construction enterprises should take responsibility of poor implementation, mismanagement lead to poor implementation, and poor implementation means out of control.Finally, in this paper it introduces the specific examples of the use of delicacy project management theory in construction project. As this enterprise is typical in the construction industry, the conclusions of this study has lessons for the projects management of entire construction system.The studies show that the construction enterprises will get greater benefits and enhanced competitiveness through the way of changing the traditional mode of thinking and concepts in people’s minds, awareness of the impact on achieving business goal by delicacy management, and innovation and improvement of projects with flexible use of delicacy management theory in different internal and external business environment using the modern science and technology development results.
