The Beijing-Shanghai high-speed railway line is the longest one with the highest technical standards once-constructed currently in China. It is a double tracking line with the design speed of350km/h. There constructs254bridges and73points across the existing railway line. Among these, the most complicated and difficult construction site is Yunzaobang Bridge across the railway bridges of the existing line within the area of less than2square kilometers for6times. This bridge is located in the area of geological Quaternary of marine sedimentary formation with clay, silt clay, fine sand layer soft soil, characterizing low strength and high compression. The bridge spans across the existing railway line making construction very difficult. Therefore ensuring safe operation and construction becomes very important. It is the essence for the Beijing-Shanghai high-speed railway line construction and the existing line operation.From the viewpoints of Yunzaobang Bridge Engineering, geological, hydrological conditions and the engineering characteristics, this article introduces the construction safety management regulations by the Ministry of Railways and Shanghai Railway Administration. Also it states the construction difficulties and important items for the special structure of Railway Long Span Bridges cross the existing line in the areas of the safety assurance measures, the blockade line points construction management, key project safety control technical measures, emergency safeguard system and other aspects of construction safety management practice. Meanwhile, this article also reviews and identifies the risks sources based on risks management theory. It summarizes, identifies and makes comments for the three categories of risks sources according to the related data. Therefore, the essential materials for risks management are provided. This article analyzes the safety management theory, research methods, sources of risk management and definitions.It summarizes Yunzaobang Bridge construction safety management method across the existing line within Huangdu Bridge, and concludes the safety management method of the long and special railway bridge structures across the existing railway line and includes ensuring the existing railway line operational and construction safety control measures to be taken with the focus of safety management keys. The author hopes that this paper can contribute the valuable methods and proposals for the present construction of railway lines, the special bridges across existing railway lines to secure the construction and operation safety.
