Shaanxi Province Green Building Evaluation Standard Implementation Rules has been issuedfor nearly two years. It’s the core part of the green building evaluation system in ShanxiProvince. This paper analyzed the advantages and disadvantages of the rules in the framestructure, evaluation index, detailed provisions which make the rule as research object, andmake recommendations for further amendment to the rule.The paper analyzed the universalities and the characteristics of the domestic and internationalgreen building rating system; compared the differences between the typical internationalgreen building evaluation system and the green building evaluation system of our countryfrom four aspects such as the establishment of institutions, the certification program,evaluation tools, evaluation contents; analyzed and summarized the advantages anddisadvantages and uniqueness of the green building evaluation system in our country.The paper analyzed the local development of the domestic green building evaluation system,Including comparison on the development of the green building evaluation systems among thedomestic various provinces; as well as generalization and summary on technologyapplications of544green buildings which currently have been authenticated. Thepaper summarized common green building techniques according to the compartmentalizedmethods as the green building star and green building category, and provided recommendedtechnology application. On this basis, it made specific recommendations to Shaanxi ProvinceGreen Building Evaluation Standard Implementation Rules in the technology applications andcontrolling requirements of incremental cost.The paper conduct a detailed comparison and analysis with Shaanxi Province Green BuildingEvaluation Standard Implementation Rules and the national standards on green buildingclassification, indicators and weights, evaluation contents, supporting material of technology.At the same time comparing it with three typical local green building evaluation standards inevaluation star, evaluation index, evaluation stage, evaluation category and evaluationmethods. The paper further compared control item in Shaanxi Province Green Building Evaluation Standard Implementation Rules with other related architecture standard provisions,and making generalization and summary with a real green building self-evaluation case inShaanxi province. According to analysis, Shaanxi Province Green Building EvaluationStandard Implementation Rules basically conform to the regional characteristics andeconomic conditions of Shaanxi province. But there are some problems and deficiencies inthe frame structure and specific provisions in the content, and made referential suggestion tothe part of which to be revised.The paper’s researching methods and conclusion have specific reference value to amendmentsof Shaanxi Province Green Building Evaluation Standard Implementation Rules. It’sconducive to promoting green building design and green building evaluation of Shaanxiprovince.
