Research And Application On Risk Management Of Urban Rail Transit

Urban rail transit development degree represents a country’s urbanization level. With the development of urbanization, the contradiction between the traffic capacity and volume is prominent day by day. Urban rail transit shows advantage and has gradually become the first choice to solve traffic pressure. Urban rail transit is a complicated system, referring to a variety of work. It has large scale, high technical, huge investment, long cycle and many participants, so there are many potential risk factors. And in practice risk accidents occur frequently. It has a great significance to study on risk management.The thesis first briefly expounds the concept, type and characteristics of urban rail transit. And then describes the connotation and characteristics of risk and risk management. Then the thesis talks about risk management analysis. The process of risk management is to identify risk, make clear the project risk factor, calculate the probability of occurrence and severity by evaluation, identify the key factor and put forward the targeted response. It introduces various steps of risk management in this chapter, containing risk identification, risk assessment and how to deal with risk. This part tells us the methods and processes of risk identification, the method of risk assessment and risk response countermeasures.Then the thesis takes Ⅹ-Line of A city as an example. It constructs risk evaluation index system,then has a risk evaluation to X line in Application of analytic hierarchy process (AHP) and fuzzy comprehensive evaluation method. According to the evaluation result, X line’s risk level is moderate.At last,the thesis proposes advice to consummate urban rail transit risk management from the external and internal aspects. The external level contains perfecting policy environment, broaden the financing channels, the construction of good faith system and broaden the management idea. The internal level contains building early warning system, reinforcing contract management, realizing risk transferring, strengthen quality realization and raise the level of technology.
