High-speed railway construction is a typical large-scale project program management because of its highly standard. And the quality management is the most important one. The vigorous development of High-speed railway construction was regarded as the breakthrough point of this paper. The application of modularity of construction was seen as the analysis foundation. The supply chain model of High-speed railway construction was the object of paper, and the material flow among suppliers, the modular factories and work areas were the boundary. Further on, the distribution optimization was the key problem. Through comparative analysis, application analysis, systems analysis, qualitative and quantitative analysis, modeling and algorithm, the vehicle scheduling optimization problem was mainly discussed in the paper.First of all, through summing up the literature analysis, the concept of High-speed railway construction, High-speed railway construction supply chain and its characteristics were discussed. For high-speed railway construction project, the physical flow of supply chain optimization is the key issue, including material flow, the production of modularity preformed unit and the distribution of the unit. Then, the characteristics, the foundation and advantages of the modularity were summed up. What’s more, the decomposition and integration of High-speed railway construction is the further implementation of modularity. Otherwise, tthe distribution optimization between modularity factory and work area is the mainly problem. Combined with the characteristics of its distribution (requirement, area&time limited), the problems of distribution were discussed. The optimization goal was minimizing the delivery vehicles’waiting time and the work area s’free time. Then, the optimization model and genetic algorithm designation of the material distribution were proposed.. At last, through the case analyzing, using the designed rules of genetic algorithm, the optimal vehicle scheduling scheme and the optimal total running time were concluded, so the distribution problem between the factory and work area caused by modularity was optimized.The quality of High-speed railway construction can be guaranteed through the application of modularity while mass production achieved. At the same time, the best vehicle scheduling scheme can be gained through the optimization model. In a word, through the usage of distribution optimization model proposed in this paper, we can have certain improvement for the current management pattern, there are some certain reference values and practical significance for another High-speed railway construction in the future.
