"Huangjiang City Belt Undertaking Industrial Transfer Demonstration Zone Planning" Implementing Effect Evaluation Research

For the implementation of the overall strategy for regional development,accelerating narrowing of the gap between regions, the government has developed aseries of major regional plannings and policies.A regional economic developmentplanning with the significant effect,are not only an effective solution to the problemsin the regional development, but also to promote faster and better development of theregional socio-economic, regional economic development with good input-outputratio. In promulgated regional plannings and regional policies,some have alreadyimplemented some time, therefore, the regional planning have assessment conditions.First, through combing a large number of domestic and foreign literature, I canfind that the regional planning of allocating resources is more focused on the futuredevelopment of the guidance area, but less regard to how planning andimplementation. Especially China planning assessment study lag behind, however，one of the few planning assessment only focus on the assessment of the overall urbanplanning, land or the environment,science and technology policy,the EleventhFive-Year Plan topics such as planning. we lack serious deficiencies in the true senseof a the effect of the implementation of specific regional planning to conduct acomprehensive integrated assessment. Therefore, a specific regional planningassessment has a strong academic value.Secondly, the next step in-depth study is to assess the theoretical basis of thetheory, principles, characteristics, procedures and other aspects.On the basis ofpost-evaluation theory,this paper elaborated several methods of assessment of theregional plannings by post-evaluation theory and made use of this theory to assessregional planning and implementation results.Thirdly,this paper selects Wanjiang City as a typical area and collects reliableinformation based on a large number of field research, depth discussion and report ofthe local relevant departments.This paper aims to assess the implementing effect of the "planning" using evaluation theory, data measurement system analysis andqualitative and quantitative analysis method. This paper is to compensate for theregional planning assessment of the deficiencies in the areas of research and provide areference for the practical application of theory of regional planning assessment andfuture development.Finally,this paper carries out index appraisal on initial results of Wanjiang citydemonstration zone index evaluation, includes rapid growth of total economic outputand remarkable industrial transfer effect, as well as some problems in land andfinance fields.Then put forward specific policy countermeasures for theimplementation of the "planning", thus to find a pathway for central and westernChina’s industrial transfer undertaking.
