This paper takes the cost control in the government investment project as the researchobject, from the project decision-making, design, bidding, construction and completionsettlement of five stages has discussed in detail the theory and method of project cost control,illustrates the whole process of project cost control of the necessity and urgency; combinedwith the characteristics of Daqing city hall project investment and the basic constructionprocedure, in-depth analysis of Daqing City, the whole process of project cost controlsituation, the cost control process and method of each stage of the Daqing city hall projectwere studied. Through analysis of cost control in Daqing City, with its advanced experiences;but at the same time that the Daqing city hall project cost control at present there are someproblems, mainly the lack of rigorous scientific proof on the part of the projectdecision-making stage project, the lack of effective competition in the design stage, unevenlevel of design and design units, project completion settlement of project is not enough.
