Forest plays a vital role in maintaining the balance of the natural environment and sustainable development of human society, but our country is lack of forest resource and forest fires frequent. Therefore, evaluating forest fires loss through advanced scientific technologies and research methods has great realistic significance in preventing forest fires, reducing loss of forest fires and protecting forest ecological environment.Based on the comprehensive of forest fires loss evaluation research at domestic and international levels, this paper proposed a set of scientific forest fires loss evaluation method by combining the economic, ecological, and social benefits of forest with forest ecology, economics and related discipline knowledge. The economic loss caused by forest fires fall into two groups:direct loss and indirect loss. The direct loss contains10indexes that were forest tree resources loss, wood loss, fixed assets loss, current assets loss, non-timber forest product loss, agriculture and animal husbandry product loss, fire fighting expenses, casualty loss, resident’s property loss, wild fauna and flora loss. The indirect loss contains3indexes that were stopping and reducing of produce loss, post-fire processing expenses and forest ecological value loss. Furthermore, we introduced the concept and evaluation method of the indexes detailedly.This paper taken a qualitative analysis and quantitative evaluation for the direct loss indexes and the indirect loss indexes of forest fire that happened in Daxing’anling on6May1987, which verified the proposed the loss evaluation method sufficiently. The forest fire caused a total loss with23.444billion RMB including the direct loss with11.577billion RMB which accounting for49.38%of the total loss and the indirect loss with11.868billion RMB which accounting for50.62%of the total loss. The ratio of the indirect loss and the direct loss is1.02. The forest tree resources loss of the direct loss and forest ecological value loss of the indirect loss account for47.68%and50.50%of the total loss respectively, which are two largest among all the loss indexes. It indicates that the impact of forest fires on forest tree resources and forest ecological environment are significant and far-reaching.
