Recent years, the qualities of water environment and biological resources have become the hot topics which are people concerned. A great deal of foundational datas of fishery resources and environment are needed when decide the protection method of environment and the scientific management of fishery resources, including the surveying and monitoring data of biotic factors and abiotic factors, so the systemic feature, dependability, and normative feature of the foundational data would have directly effect on the dependability of quality determination of the fishery resources and water environment. In order to improving the accuracy of the foundational research data in fisheries area, this paper studied the usage of digital information technology to planning the investigative area of appointed fishery water, the developed model could be installed and run in Microsoft windows environment, providing the user fulfill the intelligent plan on the digital maps of fishery water. Combined with the attribute data and spatial data for investigation, the comprehensive utilization value of the investigation data and the data’s instruction function for water have a plenty improvement. It will avoid the errors of manual planning and prevent blending designer’s subjective consciousness, and these make it faster and more convenient for later statistic of researched water, more typical, more dependable and more scientific of the conclusion.The author takes a deep research on traditional sampling point emplace method, in allusion to the problem that a sort of data under large scale field failed to instruct the investigated water due to the blurry space specification,"The intelligent layout for investigative area of appointed fishery water" system is raised, by using the GIS component MapX and visual programming language VB, this system implement precise planning for appointed investigative fishery water area. By using the digital griddling technology and the secondary exploiting of geographical information system, the generated modules of functionality can take the intelligent planning for investigative area of fishery water based on the grids, achieved the kind of seamless connectivity among the grids zone and the investigate data has a clearly instruction for its grid-area, sampling point data is individual and collective at the same time. The system manage the research data by Microsoft Access2003, use ADO and DAO as the connection interface to access the external database to realize the link of the research data and spatial graph data, as well as produce and output of the thematic map.From the view of the basic functions of information systems,"The intelligent layout for investigative area of appointed fishery water" system achieved these functions, including data collection, storage, query, analysis for planning water and graphics output; attribute database management; spatial orientation and geometrical measurement(area, length, etc.) for specific water; intelligent production, spatial query and spatial analysis for water sample plots, to meet users’variety of needs, the system also achieved the functions as outputting thematic map, charts,maps and document.From the view of the modules of systems, The system is composed of seven independent but interrelated subsystems, these subsystems are document management, feature editing, feature information, map digitizing, water planning, external database binding and help modules, according to the relative independence of internal functions, each subsystem was divided into certain modules which are carry out a series of cross-correlation concrete function. The integrated method, tools and each functional module’s design and realizes for the system development are introduced, the source code of the core functionalities is also present. At the same time, to demonstrate the application effects of the system, we used it to conduct an investigation for Taihu Lake.At last, we analyzed and discussed various shortcomings of the system, and explore the prospect for professional fishery statistical module development, the integration of GPS and GIS technologies, and the use of WEB GIS for fishery.
