| Taking the specialized control work of Yongfu county as an example, the thesis thoroughly investigates and analyzes the present situation, organization form, personnel structure and distribution characteristics of specialized control organizations and their staff in Yongfu county in order to provide a scientific basis for the development of crop specialized control work in Guangxi.According to the "Prevention-oriented, integrated control" plant protection principle and the "public plant protection, green plant protection" concept, in recent years the government departments at all levels in Yongfu county always adheres to the principle of "government support, market operation, the farmer’s free will and local conditions" and developed crop specialized control work by encouraging plurality of control organization, diversification of service mode and specification of supporting measures by taking full advantage of current carrier and platform. It calls on enterprises, professional cooperation organizations and competent people in the society to participate on the specialized control work actively. By the end of2011,128specialized control organizations with783employees have been established in9towns of Yongfu county, among which two specialized control organizations are registrated by the industrial and commercial administration departments and126are recorded by the agriculture department. The specialized control organizations in the county equipped with817plant protection machineries of various types which daily operating capacity is larger than1000ha. After carried out crop specialized control work in the county, the amount of pesticide used have been effectively cut down to one or three times and the cost of production application reduced by35.99%per year. However, there are many problems concerning crop specialized control work, such as farmer’s lack of knowledge to the work, weakness of policy and anti-risk capability, organization with no standardized and shortage of plant protection machineries. Therefor, there is a great need to strengthen the standardized management and market operation in the crop specialized control work.Considering the above-mentioned problems, the thesis proposes some corresponding countermeasures:1. strengthening government policy support;2. increasing public finance support;3. strengthening the management on service teams;4. accelerating the pace of expanding service;5. accelerating equipment research and development;6. increasing the intensity of insurance development.The thesis also discusses how to make crop specialized control work adapting to the modern agricultural development.The future development direction and prospects of crop specialized control work and the influence of the way agricultural input products distributors respond to the work and the market operation of specialized control work are analyzed. |
