China is one of the13countries that are in acute short of water resources in terms of per capita. Although Jinan is known as the city of spring, it is one of the cities that lacks of water most with per capita consumption of351cube meters, which is less than one-tenth of the national standard. Agricultural water is the biggest consumer and irrigation takes up60%of the whole. So the efficiency of irrigation can directly affect civil, industrial and ecological use of water. In recent year, with the increasing investment in water utilities, there has been great improvement in water infrastructure, irrigation efficiency and management. But the investment in small scale infrastructure is still not high and the lagging utilities could bring negative impact on the way of irrigation and its efficiency. Now, we have101,974hectares of water-saving irrigation farmland, which covers27.9%of the whole cultivated land with the rest traditional flooding irrigation, which results in waste of0.2billion cube meters water. So the enhancement of water utilities infrastructure does not only have relation to the development of agriculture and rural areas but also affect the sustainable development of the society.Based on the significance of small scale water conservancy facilities, facing with the dilemma of construction and management, and under the situation of national engineering governing, input reform and property right reform, the author takes small scale water conservancy facilities as the object of research, uses theory of public goods, stakeholder theory, externality theory and game theory to do a comprehensive analysis of the features of small scale water conservancy facilities, compare the input model, governing-driven model and property reform to get the factors affecting the governing of small scale water conservancy facilities, and set up models in order to do the analysis and assessment of the governing model, moreover, it can provide a comparative quantized standard, which could achieve the governing of small scale water conservancy facilities and solve the water shortage situation across the country. And at last, use the model to assess the governing practice of small scale water conservancy facilities taking the County of Jiyang as a case study.
