People’s inherent thought is the public policy should keep the immutable andfrozen, which itself is a continuous, stable. However, the reality is not so, publicattitudes and social benefit demand is changing. Public policy must consider thisvariation, and timely adjust and change, in order to meet the demand of social publicinterests. Thereby reducing social contradictions and conflicts, ensure social harmonyand stability as well as the rapid and stable economic and scientific development.From the late twentieth Century to the early twenty-first Century, the study of publicpolicy in the view of the method has changed. This transformation can be obtained fromthe2009Nobel economics laureate results can be seen, descriptive results,philosophical thinking and dialectical outcomes is becoming a trend and characteristic.The original empirical research as well as single empirical, market, economicmethodology increasingly exposed its one-sided and inadequacy, already cannot adaptto the needs of social development, no longer able to solve all the problems of society.This paper is on the public policy discontinuity by a kind of philosophical thinking.Public policy discontinuity is a low-grade normal, it is in the process of public policy isinevitable. First through to the public policy continuity and discontinuity of the sameaspects of the analysis then came the discontinuous nature. Public policy discontinuityis a frequent condition, a low degree of normality, a realistic asked state. Throughanalyzing the public policy discontinuity and continuity of comparative analysis, thepublic policy discontinuity has eight features: time, space, relativity, conditioned,syndrome differentiation, degeneration, dialectical unity, conversion. Then on the publicpolicy discontinuity causes, leading to public policy discontinuity reasons:decision-making layer changes, policy changes, policy changes, the changes of socialenvironment, economic conditions, and psychological object changes. Throughanalyzing the public policy discontinuity of the nature, characteristics, causes, andproposes suggestions for public policy discontinuity measures, is a nature ofcountermeasures, a degree of countermeasures. On the nature, to retain the discontinuous may, using the" discontinuity"; on the characteristics, but also control thespread of infinite discontinuity.
