Since the Reform and Opening up30years ago, with the development of Chinese economic and the transformation of social structure, social stratification becomes increasingly apparent, values and interests orientation has been diversified, social contradictions shows a trend of intensification and excess, the CPC Central Committee has put forward the "building a Socialist harmonious society" strategic deployment explicitly.Migrant workers, as one of a vulnerable groups in society,the legitimate rights and interests as well as cultural living conditions of whom, has increasingly attracted attention of all the parties.Migrant workers is a typical vulnerable group created by the economic and social factors, giving attention to migrant workers, solving material and spiritual as well as the condition of cultural life of whom has become the consensus of all the parties.This paper attempts to take Rongqiao Economic and Technological Development Zone in Fuqing City as an example, to do some in-depth survey of the government’s cultural construction and migrant workers’cultural life condition in development zone, then find out the new problems, new features of the cultural life of the migrant worker and then propose ways or means to solve the problem., according to the academic research results on the cultural life of migrant workers in recent year,Rongqiao Economic and Technological Development Zone in Fuqing City is a typical gathering area of migrant workers, more than700enterprises settled in an area of10square kilometers, there are nearly70,000workers in the enterprise, while the workers from other provinces accounted for68%, among which "AOC Electronics" accounted for21.4%.This article intends to use AOC as a window of culture construction for migrant workers in development zone, attempts to peep at the strategy of cultural construction for migrant workers, and discuss the problems found and reasons specifically.Therefore, the first chapter introduces the Rongqiao Development Zone in Fuqing City and the basic situation of migrant workers; The second chapter attempts to analyze the problems and causes of the cultural construction of migrant workers by comparing the cultural construction strategy of development zone implemented by the Government, and the aspirations of migrant workers on the cultural life as well as the access to getting the cultural and educational opportunities actually.Based on the specific circumstances of Fuqing homeland, chapter Ⅲ points out the way of the cultural construction in Fuqing Rongqiao Development Zone. In conclusion part, this paper attempts to combine the background of the cultural construction of migrant workers, the main strategy as well as the implementation approach in the whole country, to illustrate that the findings of the case studies in Fuqing has certain practical significance.And the author hope that Rongqiao economic and Technological Development Zone Management Committee in Fuqing city could implement the spirit of the Fifth Plenary Session in party’s seventeen session while building the economic development zone, and carry out the cultural construction for migrant workers groups throughout the entire process of building economic development zone, to the external promotion of the spiritual and cultural standard of living of the workers are real. so that to improve the spiritual and cultural living standards of migrant workers substantially.
