In this era of globalization cause social change, the importance of bilingual education growing quickly, and our theory research have not to be fully supported, fresh practice for less of the practice of back feeding, the education research is a shame. Promoting bilingual education, building a "han and the people of minority bilingual teachers team is the key. Bilingual teachers training work, as long as the unity of thinking, clear objectives, setting practical teaching plan, adopting effective teaching mode, the schools all work together, elaborate organization, will be able to finish the job.The paper using interview and questionnaires surviews to qualified requirements and targets, content, manners, and institutes of continuing education, this paper put forwards the concrete definition of bilingual teacher. Under the theoretical guide of Terence Odlin’s Language Transfer, Colin Baker’s bilingual education model, and Gardner’s social education model and teacher’major developments, it researches into the present state of the bilingual teachers’continuing education in Garze Tibetan area primary and secondary schools and analyzes the existing problems and causes. Finally, based on the investigation and research on the bilingual teacher’s continuing education in Garze Tibetan area primary and secondary schools, it presents following solution:improving the system of bilingual teacher’s continuing education to guarantee its healthy performance; promoting the positive cycle bilingual teachers’continuing education through localized model of research into the bilingual teachers’continuing education in Garze Tibetan area primary and secondary schools.Bilingual teachers’continuing education is one of the important content of teachers’ educational development. Strengthening bilingual teachers’continuing education is an important way to improve educational level of ethnic minority regions and to promote harmonious development of bilingual education. Research of the bilingual teachers’ continuing education in Garze Tibetan area primary and secondary schools will further enrich the theory of our country’s teachers training, attracting attentions from provincial and prefecture government and educational sectors, and stimulating training sectors to work out a scheme and carry out bilingual training effectively to promote the development of the whole bilingual teachers’qualities. This paper discuss of Garze Tibetan autonomous region with bilingual teacher training, and tried to model to improve the bilingual education in Garze Tibetan autonomous prefecture teaching quality beneficial.
