Research On The Social Relief In The Rear Area Of Anti-Japanese War

National government began to shoulder two responsibilities of resistance and construction after the outbreak of anti-Japanese war. Facing the increasingly serious problems in rear area, government enacted corresponding relief acts and policies, and adjusted relief organizations on the basis of combing with traditional relief methods. At the same time, social public launched relief work actively as well, in order to stabilize rear area and support frontier.This thesis aims at presenting the implementation of social relief exhaustively by absorbing former research results totally.This thesis consists of three parts:preface, main text and concluding remarks.In the part of preface, it illustrates cause, research summary, and research methods.The main text is composed of four parts:In the first part, it demonstrates the comprehensive outbreak of anti-Japanese War and the rise of social relief in rear area. Owing to the war, the social relief in rear area represented emergency.In the second part, it discusses the condition of relief done by national government. It discusses from these aspects such as relief legislation, relief purpose, relief organization, relief facilities and relief implementation launched by national government.The third part represents the panorama of social relief in rear area by combining with the foregoing section and discussing the public relief including the type of relief organization, the main source of funds, and the relief work, etc.The fourth part mainly discusses the feature and effect of social relief in rear area.Firstly the paper summarizes the feature of social relief in rear area.Then it analyzes the function of social relief in rear area comprehensively, such as the effect of supporting combat, the influence on economy of the after-war southwest, and modern welfare work.Finally it points out the defect of wartime relief in rear area, such as funds and corruption problems.The conclusion briefly summarizes the paper.
