Study On The Construction Of System Of Public Culture In Ethnic Minority Autonomous County

Under the guidance of the scientific development concept, to builtservice-oriented government have became the core content of our administrativesystem reform on new era , the government’s culture function has transformed fromcultural administration to public cultural service. At the same time, the developmentof ethnic minority autonomous region’s cultural career had received highly attention atall levels of government. Therefore，the Department of State have published speciallyon further prosperity and development of minority cultural Affairs advises in 2009.In this paper, we take the local living situation and changes of cultural habitat ofManchu traditional culture in Kuan Cheng Manchu ethnic Autonomous County inHeBei province as the research object. In view of its characteristics of culturaldevelopment and a variety of problems and puzzles that local government has faced inthe process of Manchu culture protecting ,the author attempt to discusses thefeasibility that set up the public culture which with national culture as the core contentin a national autonomous area that through the way of promote the position of ethnicminorities culture protection in public cultural service system and with the perfectsystem of public cultural services as security what under the government’s active.Directed at some problems what exist in the local to put forward the correspondingreform ideas and countermeasures as follow: In the first, to increase the efforts inprotection of the ethnical traditional culture, especially for the successor of traditionalculture. Second, expand the financing channel to ensure the adequate fund for basicpublic culture facilities construction. Fourth, enhance the construction of culturetalents. Sixth, create favorable conditions to give full play to the social forces in thenational culture protection. Seventh, pay the full attention on teen-agers education ofethnic traditional culture. Eighth, expand the cultural exchanges. Improve thedevelopment of local economic by integrating and exploiting the national culturalresources. Hope this thinking can provide a new perspective in Manchu cultureprotection and local public cultural service system construction and give a hand to promote the Manchu culture inheritance and prosperity and development of KuanCheng county public culture.
