Before and after the Opium War, a few people learned about the western system of parliamentary elections, President and made a preliminary introduction and a higher rating. In the Westernization Movement people had a better understanding of the Western countries polity, congress had often been referred to the concept of the Western countries during this period. Early reformists believe that the rich and powers countries of the Western lied in the opening of the Congress. Rulers for their own benefit plan to rise to dissatisfaction. The root cause of failure of the late Qing polity transition is the national interest and dynastic conflicts of interest.All in all, the late Qing Dynasty people from the specific system changes to the requirements of the overall system change.
