China and Kazakhstan are friendly neighbours linked by mountains and rivers. With the deepening of bilateral relations and developing Sino-Kazakh economic and trade relationships, there is now an increasing need for more people to learn Chinese in Kazakhstan. There are many Kazakh cities close to the Sino-Kazakh border, and of these, Almaty has become the most prominent in recent years, because there are many schools there teaching Chinese. However, there are also some areas which are far from the Sino-Kazakh border, in the northern, southern and western parts of Kazakhstan; these have also been influenced by "Chinese-learning fever".This paper analyzes and studies the Chinese language teaching and student learning situation in Aktobe, Kazakhstan, in order to understand the status of Aktobe in teaching Chinese. The aim is to improve the Chinese proficiency level of Aktobe college students learning Chinese, the quality of teaching and the quality of personnel training, as well as to promote Chinese language teaching in other Aktobe universities. Besides this, there is an opportunity to develop Chinese and Kazakh political, economic and cultural exchanges with important theoretical and practical significance.The first Chinese language courses in Aktobe Baishev University started in2007. The Confucius Institute was established at Aktobe in2011. Aktobe Baishev University and the Confucius Institute are concerned with exploring, testing and continuing to accumulate experience. The main task of this period is to create the development of all aspects Chinese education within the limitations of the situation at hand, especially the problems of developing proficient faculty, stipulated joint subject matter development writing of textbooks, teaching methods, academic research for both institutions. There is a lot of work to be done.The Confucius Institute requires the most complete development of the education system with curriculum and qualified teachers to instruct students of various Chinese levels. Aktobe Baishev University and the Confucius Institute’s Chinese language teaching is currently facing many problems, for example, the quality of teachers is a top priority. Confucius Institute also pays attention to training of Chinese teachers with innovative teaching philosophies. Chinese language teachers need to master Kazakh or Russian language, improve their own teaching abilities and communication skills. Teachers play an important role in discipline. Among the faculty, there also should be one or two doctoral degree or associate professors, experts who can study the local language in order to exchange with local teachers, conduct academic research about better teaching methods, conducting seminars and create bilingual translation of special courses, develop Chinese professional and Chinese academic education. The Confucius Institute teaches advanced Chinese courses, making a contribution to Aktobe Chinese educational center development.60%of the information content of the paper from the questionnaire,25%from the interviews,15%from the references.
