| The appearance of the city is a sign of the culture being mature. As a center of polity, economy and culture, it has been the energy of regional development and the main participate of competition of economical globalization. During the history of human beings it plays an irreplaceable role. However, we have to face some negative problems such as ecological damage, environmental pollution and traffic jam when we enjoy the convenient city life.In order to solve all sorts of problems occurred in the cities when the Europe and America and other developed capitalist countries enter into after-industry stage, the creative city comes into being. It has its inevitability. As the pioneers of the Industrial Revolution, the Western developed capital countries had developed industrial economy, strength economic basis. That they take the predominance in cultures and science has the fertile soil which is related to creative industries. Different from the traditional development mode, the creative city can stimulate and organize the inherent creativity of people, satisfy the comprehensive development of human beings and highly be consistent with the current target of making efforts to build a resource-conserving, environment-friendly and sustainable society. The development of creative industry can process traditional industry and further to upgrade the industrial structure and coordinate the harmonious development with economy, environment, culture and society, which will realize the target of harmonious city. According to this idea this paper will discuss Hefei how to constructs the creative city at the metaphase industrialization and provide specific ways of creative city constructing in China.At first, this paper elaborated the background and meaning of this title briefly and summarized domestic and international current research on creative city, then discussed the theoretical study on building the creative city. Secondly, it focused on the type of creative cities and the path of creative cities construction and took Heifei as a study case. Based on a clear understanding of Hefei creative city construction, this paper analysis the creative industrial conditions, economic basis, social environment etc.. According to the problems occurred during the city development, the study will explore the inevitability of Hefei strategy shifting that is from the perspective of the urban sustainable development.With well-known scholars’ theories on the construction of creative city, the paper demonstrated whether Hefei’s development mode in creative city was feasible or not. With the help of SWOT analysis,this paper examined the advantages, disadvantages, opportunity and challenge in the process of building creative city. The results show there is a tolerant, inclusive, unique and energetic social atmosphere in Hefei under its unique historical and cultural resource and solid science research. Making full use of all advantages and the support from governments’ policy, Hefei will fix himself in the position of progressing the historical culture and research source together in the background of globalization.However, compared with the big cities along the east coast of China, Hefei, on the whole, is much weaker in many fields such as fields of urban economy, innovators. It is impossible to turn this city into a creative city overnight. Thus the main choice for Hefei public policy is to provide urban infrastructure and innovation service platform which are both in high quality. Because of the specialty of China, it needs to find out an efficient way which suits the specific conditions of our country as well as establish a sound policy-support system to build creative cities. On one hand, we can avoid problems emerged in the process of urbanization, for example, those identical city models without local features. On the other hand, we can make up the shortage in capital and technique but maximize the human resources. Therefore, it is of great significance to construct the path of building creative cities. |
