With the increasing political, economic, and cultural exchanging activities between China and other countries of the world, the oversea civil servants have become a new group of people studying Chinese. Due to the characteristics of their job and social identity, they prompt the influence of Chinese more efficiently. Therefore, they are becoming a special impulse of Chinese spreading. However, the domestic study on Teaching Chinese as Foreign Language (TCFL) has not involved this particular group yet, or mentioned the particular Chinese teaching syllabus or textbooks. The lag of such study has a direct influence on the quality of Chinese teaching to the oversea civil servants, and hinders the development of Chinese training.This dissertation focuses on the civil servants from South Korea. In terms of TCFL functional syllabus, it investigates the requirements of Chinese study and functional items through questionnaires. The study shows that motives and objectives of Korean civil servants’study have an obvious vocational tendency. Basing on their requirements on the functional items, the110functional items from "the functional syllabus for teaching foreign student in Chinese colleges" are sorted and classified into three levels. The first level includes the36highest demanded items, such as greeting, appreciating, salutation, chinchin, and farewell. The second level includes38middle demanded items, such as negative, changing the topic, hopes, suggestions, and requests. The third level includes36lowest demanded items, such as warning, disbelieving, disappointment, correction and blame.According to the classification of functions, the statistics show the social expressions and situation explanations are highest demanded by the civil servants, and then followed by the attitude expression, emotion conveying, order making and conversation techniques.Then, we comparatively analyzed the result of investigation.The study finds:(1) Due to different social roles and locales, Korean civil servants and Korean students in China differs largely in functional item requirements and sorting;(2) The features of current Chinese teaching materials on the selection of function items and the Korean civil servants learning needs cannot be a perfect match, so the materials lackpractical value in the training of Chinese among Korean civil servants.Therefore, I believe that Chinese training to the Korean civil servants cannot copy teaching Chinese to foreign students in China. Teaching content, teaching strategies, and the selection of teaching materials should be more specific. It is necessary to edit a Chinese textbook based on the special requirements of Korean civil servants.Finally, on the basis ofthe investigation and analysis, combined with the author’s experience in teaching of Chinese to the Korean civil servants, we put forward some suggestionsof teaching strategies and teaching materials edition for Chinese training to Korean civil servants.This study attempts to fill inthe blank of studyon Chinese learning of Korean civil servants. There is innovation in research methods and research objects. It provides the basis for targeted instruction and guidance, as well as reference for follow-up studies, so it has both theoretical and practical significance.
