Popular education is an enlightenment on education risen from the late Qing Dynasty to ROC gradually, which has far-reach influence on modern Chinese society and the concerned educational history. With the popular educational movement booming in the ROC early, Popular Education Museum, a synthesis agency to implement popular education, has emerged at the historic moment. Therefore, Shanxi Provincial Popular Education Museum was the fruit of the continued development of this historical wave. It has inherited from the advanced achievement of popular education formed at Shanxi Province at the end of the Qing Dynasty and the beginning of the Republic of China, and has reorganized in1933, following a spring tide that many popular educations were established nationwide, as the central institution of popular education in Shanxi Province ultimately.Taken establishment the background to Shanxi Provincial popular Education Museum, the basis of previous achievement and the self-development as the main subjects, this essay emphatically illustrates the promotion of a variety of education undertakings by Shanxi Provincial Popular Education Museum. The content of the text could be roughly divided into the following three parts for discoursing. The first part is made to discusses the Popular education’s rise and development in modern China and the basic outline for Popular Education in Shanxi Province at the early ROC s period, leading to clarifying the historical founding background of Shanxi Provincial Popular Education Museum. The second part is made to probe establishment of the museum; the concerned study, rooted on analysis of its predecessor-the Shanxi public library historical condition, as well as making exposition of a series of work and new agencies set up by Shanxi Provincial Popular Museum which has restructured and established later, introduces the Shanxi Provincial Popular Education Museum’s the organizational rules, staff structure, houses, collections and installation and its follow-up changes, being expected to make the overall understanding to the museum with whole meaning. The third part has focused on the museum’s educational undertakings, including Chinese education, livelihood education, civic education, health education and rural education performed, to make specific explanation and objective evaluation, coming up with a clarity thought about the museum’s achievement gained and deficiencies exposed together with the dilemma faced by the modern popular education practices.A flash four years has witnessed Shanxi Provincial Popular Education Museum, that experienced reorganization, being confiscated by the Japanese aggressor, but there is no doubt that it was once known as the center of the province’s popular education authorities that is combined with education, entertainment and culture functioning, while guiding the entire development of Popular education in Shanxi to a certain extent to satisfy people’s needs. In the meantime, obsessed by shortcomings, system dilemma and the limited historical background, its achievements obtained are scant, which is only regarded as" an unnoticed effort to popular education but triggering big topic". In conclusion, by means of microscopic study of Shanxi Provincial Popular Education Museum, the notion of popular education and thought of how the concepts has transformed into the practice could be further clarified, as well as the potential historical experience from the above.
