The study on China’s animation industry is now at the primary level and thepolicy’s impact on animation creation particularly lacks support of theoretical analysis.Throughout the history of animation developed countries experience, Industrial policyfor industrial development is multi-faceted and is an effective measure to improveindustrial development in the short term. The fundamental reason of Chineseanimation’s low quality is the lack of outstanding original animation. And the releasedpolicies are mainly focused on the mid-late development aspects of animationindustry chain, but for the early phase of animation creation, the supporting policy islacked.The essay mainly studied the following aspect:(1) Analyzed the relation ofanimation industry and animation industrial policy based on the factors of animationproduction: animation content, production personnel, and production technology,pointed out the phenomenon that animated content’s homogeneity, talents cultivatingsystem’s unscientific and animation technology’s lag.(2) Systematically combedChina’s animation industrial policy since the early21st and its trend, analyzed thepositive effects of the policies to animation’s enhanced creativity from the point ofview of the factors of production.(3) Confirmed that the policy’s impact is satisfyingfrom the perspective of animation enterprises, brought up suggestions to improve orstrengthen China’s present animation industrial policies, such as setting up theanimation industry management department; the premise should be put into the initialstage of animation creation; encouraging the creation of adult themes; strengtheningtechnical support to animation creators; incentive policies should be implemented tothe individual rather than the corporate.
