The development of cultural industry has become an important factor of national cohesion, comprehensive competitiveness and regional soft power.The construction of the ethnic culture and promotion of the cultural industry have already become the pillar industry of the national economy, and that is not only the need for the strategic layout of the Party Committee of the Inner Mongolia Autonomous Region, but also the need to enhance the cultural soft power of Inner Mongolia.The animation industry, as a typical representative of the cultural industry, penetrates nine sectors of the whole cultural industry such as the news and publication, radio, film and television, culture and art, cultural information transmission, culture creativity thinking and design, culture entertainment, arts and crafts, cultural goods and equipment products. This paper has four chapters which are Introduction (Chapter One),Chapter Two, Chapter Three and Conclusion. The first chapter states the background and significance of the research, previous studies home and abroad, research methodology, the content and the research objectives. The second chapter defines the link and the structure of the animation industry. The third chapter illustrates the current situation of the structure of animation industry both in narrow and broad sense in Inner Mongolia through analyzing the basis of actual cases and data. Moreover, it states the problems such as insufficient funds, the lack of support; incorrect orientation, content repetition; low standard, poor quality; rush for success, blind imitation; pointless sub-industry, the lack of innovation; being urgent for the prize, not being market oriented; anti-climax, no result; the lack of talents, urgent need of the master; the poor state-owned enterprises etc.. The last chapter summarizes the thesis, providing the basic argument thatInner Mongolia animation industry has not formedits integrated industrial chain and there are the issues existing in the animation industrial development approach.
