The purpose of this paper was to apply the theory and the research methods of humanresource management, management psychology and organizational behavior to educationalpsychology area, studied the competency model of high school students. The results providedeffective theories, methods and tools for training and recruit high school students.The research based on reviewing the literature of competency and quality of high schoolstudents. To build the competency model, this research firstly interviewed high schoolstudents who were chosen as subjects by behavioral event interview (BEI). The competencymodel of high school students was built preliminarily according to BEI. Researcher developedthe pilot competency self-evaluation questionnaire of high school students based on the model.Then the study used the exploratory factor analysis for the preliminary results, obtain thecompetency factors applied to high school students and developed the formal competencyself-evaluation questionnaire of high school students, completed the model validation. Atraining designed based on CMHSS were provided to high school students, to examine theeffectiveness of the application of the model.The results of the study were as followed:(1)The competency model of high school students(CMHSS)consists of9features:self-administration, emotion regulation, self-understanding, initiative, focus, relationshipunderstanding, knowledge organization, recourse of learning, and knowledge application.(2) Due to inspect and verify the CMHSS, the researcher made the self-evaluationquestionnaire of high school students’ competency. It includes9factors,37Items, with firmlyhigh reliability and validity.(3) The differences in competency factors among demographic variables wereexamined. The results revealed that: Gender, school, class types, and student leader haveinfluences on competence; significant differences were not found in competence between artand science majored students; interactions between gender and major were found.(4) After the training based CMHSS was provided to the high school students, theacademic achievement, and the competency of the students were both increased.
