Cultural and creative industry is the inevitable choice of a certain stage ofdevelopment of social economy. It is a new development direction of the wholeindustries. It is significant for the optimizing and upgrading of the industrialstructure, accelerating economic development speed, and promoting thedevelopment of innovation.This thesis first reviews the present situation of cultural and creativeindustry in most countries by reading a large number of studies and researchesrelated to cultural and creative industry and their development strategies. This isthe theoretical basis of this thesis. Secondly, this thesis deeply explains thepresent development situation and the existing problems of cultural and creativeindustry in Heilongjiang province. Thirdly, this thesis uses Michael Potterdiamond model to analyze the strategy environment in different aspects:production factors, demand conditions, related and pillar industry, businessstrategy structure and competition, the opportunity and the government. Thisthesis evaluates the developing level of Heilongjiang cultural and creativeindustry after analyzing the strategy environment and constructs the evaluationsystem of Heilongjiang cultural and creative industry. Based on the analysis ofstrategy environment and a brief description of domestic and international statusquo of cultural and creative industry, this thesis suggests that Heilongjiangprovinces should accelerate the construction of tourism development and tourismtown, strengthen scenic areas’ infrastructures and spots construction, andgenerate a unique tourism characterized by the ice-snow tourism resources.Moreover, animation industry should focus on the development of brand strategy,combining the tourism industry and cartoon industry strategy and implementingan animation personnel planning project. Furthermore, all cultural and creative industries should implement brand strategy and industrial cluster strategy. Finally,this thesis presents the implementation guarantee of cultural and creativityindustry developing strategy in Heilongjiang province. The author hopes that thisresearch would promote the development of Heilongjiang cultural and creativeindustry based on its development strategy analysis.
