However, the essential goal is to become much stronger more than much bigger. In the process of rapid development, whether the animation industry’s international competitiveness matched with its growth speed The future direction of animation industry under the excessive government intervention is the important research issue in this paper.This paper proceeds from the market regulation of domestic industry and use the method of empirical research and normative research. Research strength and limitations of policy in building the animation industry chain. In the meantime, and in the city of domestic animation industry performance is more prominent, choosing Changsha and Hangzhou as the cases analysis of regional differences and the effectiveness of policies implement.In the international respect, by reference to the top three great countries in animation industry-- The United States, Japan and South Korea.
