Chinese foundations are developing with an irresistible force since the first Chinese foundation was established in1981. By April2013, the total number of foundations in China is2,660. But from the perspective of the field of distribution, the purpose and direction of a foundation mainly focuses on education and traditional charity, the promotion of science and technology and medical and health services secondly. But nobody cares for other fields such as environmental protection, art and culture, community development, policy advocacy, public support, etc. Foundations in China are still in the difficult position of low number with uneven distribution. At the same time, Chinese contemporary art starts rising on the international stage, which makes people’s demand for art is increasing. Therefore to promote the development of foundcitions in China becomes a frenzy need of the time.Thousands of foundations in Hong Kong have developed for over60years. The government of Hong Kong upholds an open mind while keeps taking in and absorbing western cultures, especially on adopting successful development model from other foreign non-government organizations and eventually it forms into a westernized system with the characteristics of Chinese culture. Hence, author of this article focuses on Hong Kong area and use Asian Cultural Council Hong Kong Center as its case study, trying to dig out its successful operation and management experience in addition to provide new ideas for the development of Chinese art foundations that fits national conditions.The introduction of this article presents the study was focus on the ACC Hong Kong while elaborates author’s purposes and significances of this study. The second chapter highlighted the history of ACC development, i.e. the opportunity to establish the Hong Kong chapter. Later, the operational status of ACC Hong Kong was analyzed in different levels in Chapter Ⅲ and was assessed by using APC’ evaluation theory in Chapter Ⅳ, which is the comprehensive evaluation of accountability, performance, and capacity. The last chapter summarizes the key factor of the success of ACC Hong Kong is their flexible operational mode, which was chosen depends on different local conditions. In addition author suggested that the domestic art foundations should broaden their horizons cooperate with the timely government policy adjustments to promote the development of endowment art foundations.
