The translation of leaders’speeches plays an important role in the international communication, like a bridge for foreigners to understand "the Socialism with Chinese Characteristic". It contributes a lot to enhance the friendly relations and trade between China and other countries, well promoting a good international presence of China as well as the exchange and communication between China and the world. A number of culture-loaded words occurs in these speeches due to its political and cultural character. Successful translation of culture-loaded words directly influences the accuracy and objectivity of the whole translation.The present paper will first give a brief introduction to Skopostheorie as well as foreignization and domestication. Taking the translation of three speeches of Premier Wen---the speech at Cambridge University in2009, Government Work Report2010, and the speech at the World Economic Forum Annual Meeting2010as corpus, this paper will study the translation of three different types of culture-loaded words--the Chinese political and ideological terms, expressions only utilized under the current Chinese context and Chinese idioms, poems and proverbs in the text, and reveal the disparities and features in the use of foreignization and domestication strategies by statistic and case analysis. The writer will try to explain the choice of translation strategy in most cases from perspective of Skopostheorie and how it puts an effect on the process of translation. And then make a conclusion that the purpose and audience of translation is the determinant of translation process.
