Performance management is one of practicable subjects. The significance of the research about strategy-oriented performance management is that improving management of organization and thus improving competitive strength. Public institution is an organizational form of society and economic with Chinese character. Its self-management and the condition of development are important influence factors that determine reform and developing direction in transform period of social transition. Building the system of strategy-oriented performance management in public institution is to vitalize the human resource and an effectual way to solve the problems that lacking vitality and getting into the each industry, and it is important to impel reform of public institution system on next step.The essay has six chapters. The first chapter is to introduce the background and significance of this essay; The second chapter is to analyze the theories of performance management in public institution; The third chapter is setting knowledge-based public institution that called G design and research institution as research object, to introduce the condition about G design and research institution before building the system of strategy-oriented performance management and the diagnostic analysis of management; The fourth chapter is to introduce the outstanding experience about performance management in congeneric organization in foreign countries. The fifth chapter is an elaboration of using theories and related means aboutstrategy-oriented performance management to build the system of strategy-oriented performance management in G design and research institution;.The sixth chapter is to summarize the process of carrying out the strategy-oriented performance management and revelation about improving performance management in congeneric public institution at home.There are no experience we can pick up to build strategy-oriented performance management in public institution and we can’t use enterprise model completely. This is an exploratory research that the public institution how to go out the management dilemma in present development situation, in the hope of contributing to propitious transition in public institution in our country...
