With the continuous development of social economy and the reform of public service institution,the requirement for management efficiency of social institutions is gradually enhanced. Theintroduction advanced management concept and technology into it has become the trend ofreform and the inevitable choice.Balanced Scorecard as a performance management approach has made outstandingachievements in lots of foreign company’s management practices. The most attractiveadvantages are to abandon or avoid the traditional single top-down evaluation method and setup multi-dimensional assessment systems which combine the mission and vision of theorganization with the evaluation methods into daily management activities. It will be a valuablepractice, if this kind of advanced performance management concepts incorporate into domesticpublic service institution activities.Through full study about performance management theory and practice outcomes, wecomprehensively analyses performance management status and existing problems of the object,one organization that provide services to the retired military. Considering long-term andshort-term development goals, we use the Balanced Scorecard approach. It has builtperformance management indicator system units with four aspects from customer dimension,financial dimensions, internal operational dimensions, learning and growth dimension, whichmake this organization’s overall strategy, subgroup, each department and staff’s working targetcombined together to achieve and realize.
