The performance management refers to using some scientific methods, standards and procedures to evaluate the group’s performance, achievements, and actual works as accurately as possible and to and enhance the management process basing on the evaluation. With the development of the performance management, new public management, as a new management idea and a method, has been evolved into an effective tool of reinventing public sectors in western countries today, also in seveal cities of China.Performance evaluation of public groups or governments, particularly the using of Balanced Scorecard, has become the effective way of making the magament process much more accurate. Because of the relatively lagging of reform in public departments of China, there is a certain gap between Chinese public departments with the developed countries on performance management level. How to improve the public departments’ management level has become a priority of reform.Balanced Scorecard has been widely used in business enterprises and achieved many successes. The public sectors and non-profit organizations also use this BSC in the management of their own, similarly have achieved some results.This paper begins with the introduction of the Balanced Scorecard theory and analysis of the plight of China’s public departments performance management, further the feasibility of using BSC in the performance management of public departments, then introduces the practice of BSC to creating high-performance in municipal government. Explores how to constructing the performance management system of public departments based on BSC. At the end of the paper, takes a summary of the problems that should be noticed in the process of using BSC in public departments.
