| The equalization of basic public services is an important task of China’s current stage of social transformation, but also an important way for all social members to enjoy the achievement of economic development. It refers to the establishment of certain public above, according to the stage of economic and social development and the overall level, provided by the government, aims to guarantee the most basic public services, personal survival and development needs.As the prefecture-level city is the “bigger city” of moderate size in the region. It’s facilitate to planning and management. Compared to the small towns, it has better infrastructure and more complete allocation resources and great development potential. The most important point is, as the prefecture level city is the center of the region, the difference between regional urban and rural is usually smaller than big city, coordination and integration of the use of regional resources capacity is relatively strong. To coordinate the regional development in the country, completely breaking the shackles of the urban and rural, coordinate urban and rural economic, to achieve the integration of urban and rural areas, the prefecture city level should not be overlooked. Only if we treat the prefecture level city as the core stimulate regional economic development, and promote the equalization of basic public services, can we achieve the implementation of basic public services to benefit all members.In this paper, firstly, the equalization of basic public services related concepts and theories are introduced, detailed the content and development-related theory. Then introduces the current situation of basic public services in Zhuzhou City area, from the perspective of input and output, combined with Zhuzhou city in 2007-2012 years of relevant data, choose basic education and health care as a starting point,make a detailed analysis of the current existence of basic public services in Zhuzhou City, including the problems and causes, and combined with the actual proposed specific countermeasures and suggestions.The full text is divided into seven chapters: The first chapter is the introduction. It introduces the background of the research, significance, the research mentality and the method as well as the domestic and foreign research review. The second chapter is the related concept and the theory of the equalization of basic public services are introduced. The third chapter mainly describes the general situation of Zhuzhou City, including economic and social development of Zhuzhou. The fourth chapter combines a large number of data, this paper analyzed the situation of the equal access to basic public services in Zhuzhou City, Zhuzhou City, the current basic public services equalization of the input is not enough, the level is not high, especially in the larger health gap conclusion. The fifth chapter according to the above content, find out the existing problems of basic public services in Zhuzhou city and the reasons. The sixth chapter describes some of China’s basic public service equalization innovative models of successful experience. The seventh chapter of the combination of the successful experience of China has proposed to improve the basic public service equalization Zhuzhou recommendations.
