The promotion of civil servants means the upgrade of their position or rank, the improvement of treatment and a greater sense of responsibility and achievement, thus giving both material and spiritual satisfaction to them. Meanwhile, due to the particularity of the civil service occupation, civil servants’overall treatment, including their salary, political opportunities and so on, are all directly linked with their position and rank. The scientific promotion mechanism will give continuous impetus to their self pursuit and improvement, thus sustaining and maintaining their initiative and innovation.After years of construction, China’s civil servant promotion system has made great progress. However there still exists some problem. During the promotion, too much importance is attached on its encouragement function, ignoring its resource allocation function. Thus it is not uncommon to find Peter phenomenon, un-match of civil servants’position and capability so on among our teams. Due to these problems, we have to re-examine the function of the promotion carefully, especially its resource allocation function, exploring why the good original intention of the resources’ reorganization may bring a variety of the unsatisfactory situation.Based on the two basic functions of promotion, this paper re-examines the function of resource allocation, to rationally analysis the root cause of the contradiction. Using beneficial experience of the civil servant’s promotion in the western developed countries as a reference, based on national conditions, the paper analyzes the principle promotion mechanism should insist on, and explores the official individual - post dynamic matching model, making the function of resource allocation penetrating in the whole chain of promotion: Position Planâ†'Job Vacancyâ†'Work Analysisâ†'Capability Evaluationâ†'Reasonable Promotion and Distributionâ†'Dynamic Optimization and Dispositionâ†'Output. The paper aims to restore the original functions of promotion and improve the promotion mechanism, to select and develop a batch of administrative talents, and to build a high-quality, professional civil servants team.
