The human resources have dynamic role and creative factor in all factors of production. In the era of knowledge-driven economy, with the economic globalization and internationalization of management, human resources management become the most important question that the international contractor pay close attention to the thing under international environment. Competition between enterprises is mainly the competition of factor of production, and the human resources is the most dynamic and creativity role. At present, it is most mentioned subject that the our international contractor how promote one's own competition strength from key human resources. The author research and analyze the current situation of the construction HR of our country at present, and describe the characteristic of HR management in the international project. Then author analyses pointedly about the differences of our international contractor and advanced contractors of foreign countries on HR management, finds out deficiency and disparity that we have. Finally, according to the requisition for HR in project, author point out the tactics that the our international contractor heightens the level of HR management, and how the government and trade organization promotes the development of our foreign contracted project industry through management system reform of the HR.
